Hearings/Privilege of the Floor:

  • One resident discussed the proposed homework guidelines and asked about the process of referring a child to a school psychologist.


The following represents actions taken by the Board of Education at a Special Meeting held on June 25, 2001 at the Junior High. The board:

1. HEARD a presentation from committee chairs Ann Peluso, Glendaal principal, and Thomas Bried, director of physical education and athletics, about the proposed homework guidelines. Teachers Pat Tammar, Kathy Lake and Pete Lee addressed the high school, junior high school and elementary proposals in detail. Copies of the homework guidelines will be given to each child in September.

2. APPROVED the Scotia-Glenville Central School District's Homework Practices and Procedures for the Senior High School, Junior High School and Elementary Schools.

3. APPROVED the Codes of Conduct for the Senior High School, Junior High School and elementary schools.

4. APPROVED the schools' Comprehensive District Safety Plans for all six buildings.

5. APPOINTED members to the Committee on Special Education for the 2001-2002 school year.

6. APPOINTED members to the Committee on Preschool Special Education for the 2001-2002 school year.

7. APPROVED the following change orders totaling +$4,303 to the building project:

  • DiGesare Mechanical, Inc. 11-3 -$773.00
  • Schenectady Steel Co., Inc. 3-3 +$5,076.00

Including these changes, the board has reduced spending in the building project by $716,220.

8. DISCUSSED changes to the district's field trip policy.

9. DISCUSSED the selection of officers for the Board of Education in 2001-02.

10. APPROVED a three-year extension to Superintendent Michael J. Marcelle's contract.

11. DESIGNATED funds from the Tax Certiorari Reserve for any 2001-2002 Refund on Real Property Tax expenditures that exceed the budget appropriations.

12. Communications

a. ACCEPTED the letter of resignation for retirement purposes of Dennis J. Empie, physical education teacher (Junior High School), effective January 2, 2002, with appreciation for his service to the district.

b. ACCEPTED the letter of resignation of Darryl R. Bray, physical education teacher (Senior High School), effective July 1, 2001, with appreciation for his service to the district.

c. ACCEPTED the letter of resignation of Gina Parker, teaching assistant (Sacandaga School), effective June 30, 2001, in order for her to accept her new position as teacher of children with handicapping conditions (Special Education Tenure Area) (Lincoln School).

d. ACCEPTED the letter of resignation of Diane Hartman, district clerk/stenographer (Management/Confidential) (Business Office), effective c.o.b. July 26, 2001, in order for her to accept her new position as senior stenographer (Management/Confidential) (Business Office).

e. ACCEPTED the letter of resignation of Jane R. Taber, stenographer (Management/Confidential) (Superintendent's Office), effective c.o.b. July 26, 2001, in order for her to accept her new position as senior stenographer (High School).

f. ACCEPTED the letter of resignation of Peter Jones, school bus driver, effective c.o.b. June 21, 2001, with appreciation for his service to the district.

13. Routine Business

a. Staffing

1. APPROVED the change in assignment of William J. Lydon from Committee on Special Education chairperson/Committee on Preschool Special Education chairperson (Districtwide), to Committee on Preschool Special Education chairperson (Districtwide)/school psychologist (Lincoln School), effective September 1, 2001, with no change in his current rate of pay. Mr. Lydon has permanent certification.

2. APPROVED the part-time appointment of Gina M. Parker as teacher of children with handicapping conditions (General Special Education Tenure Area) (Lincoln School), effective September 1, 2001 through June 30, 2002, with 2001-2002 salary to be at the annual rate of $17,530 (Step 3 + M + 6, 50% basis). Ms. Parker has a Certificate of Qualification.

3. APPROVED the probationary appointment of Margaret T. Zarnofsky as art teacher (Districtwide), effective September 1, 2001 through August 31, 2003, with 2001-2002 salary to be at the annual rate of $36,981 (Step 5 + M). Ms. Zarnofsky has permanent certification.

4. APPROVED the probationary appointment of Danielle Camarata as elementary teacher (Lincoln School), effective September 1, 2001 through August 31, 2004, with 2001-2002 salary to be at the annual rate of $33,586 (Step 1 + 44). Ms. Camarata has provisional certification.

5. APPROVED the probationary appointment of Frances Muscatiello as remedial speech teacher (Districtwide), effective September 1, 2001 through August 31, 2004, with 2001-2002 salary to be at the annual rate of $34,565 (Step 1 + M + 21). Ms. Muscatiello is applying for certification.

 

 

6. APPROVED approve the part-time appointment of Diane Henderson-Suker as mathematics teacher (Junior High School), effective September 1, 2001 through June 30, 2002, with 2001-2002 salary to be at the annual rate of $21,879.50 (Step 10 + M, 50% basis). Ms. Henderson-Suker has permanent certification.

7. APPROVED the provisional appointment of Diane Hartman as senior stenographer (Management/Confidential) (Business Office), effective July 27, 2001, in accordance with Civil Service regulations, and approve the 2001-2002 contract, as submitted.

8. APPROVED the provisional appointment of Jane R. Taber as senior stenographer (High School), effective July 27, 2001, in accordance with Civil Service regulations, with 2001-2002 salary as noted on salary list, as submitted.

9. TERMINATED the provisional appointment of Joan Justice as executive secretary 1 (Junior High School), and GRANTED her a probationary appointment to the same position, in accordance with Civil Service regulations, effective June 26, 2001, with no change in 2001-2002 per annum salary.

10. TERMINATED the provisional appointment of Joyce L. Relyea as executive secretary 1 (Glendaal School), and GRANTED her a probationary appointment to the same position, in accordance with Civil Service regulations, effective June 26, 2001, with no change in 2001-2002 per annum salary.

11. TERMINATED the temporary part-time appointment of Carol L. Zuravin as Typist (Glendaal School), and GRANTED her a part-time probationary appointment to the same position, in accordance with Civil Service regulations, effective June 26, 2001, with no change in 2001-2002 per annum salary.

12. TABLED the appointment of David Van Schaick as coordinator of the substitute registry for the 2001-2002 school year, at a salary of $6,500.

13. APPROVED the probationary appointment of Ricardo Garcia as cleaner (Glendaal School), effective June 26, 2001, in accordance with Civil Service regulations, with 2000-2001 salary to be at the annual rate of $17,680.

14. APPROVED the following 2001-2002 salary lists, as submitted:

16. APPROVED the following adjustments in summer days for guidance counselors, at the rate of 1/200 of their 2000-2001 annual salary for each full day of service:

· Lise Williams from 9 days to 10 days

· Frank Ciniglia from 10 days to 0 days

· Karen McKenney from 10 to 11 days

· Deborah Paul from 16 days to 24 days

17. APPROVED the appointment of Cynthia Shipley as director of continuing education for the 2001-2002 school year, at a salary of $4,140.

18. APPROVED the appointment of Mollie Kohout as assistant to the director of continuing education for the 2001-2002 school year, at a salary of $10.05 per hour.

19. APPROVED the following adjustments in summer school staffing:

· Rick Warren from 3 sections-English to 3 1/2 sections-English $4,520

· Richard Watts from 3 sections-English to 1 section-physical education $1,250

· Thomas Nicholson from 2 sections-health & 1 section physical education to 2 sections-health $2,500

20. APPROVED the following adjustments in summer driver education appointments:

· Kris Kastberg from 24 students to 24 students +14 students in-class only $4,755

· Mark Gatta from 24 students to 24 students +14 students in-class only $4,755

21. APPROVED the following summer school appointment:

· Linda Nowak 3 sections-English 9, English 10, English 11/12 $625 (4 days)

22. APPOINTED the following as summer driver education teacher:

· Edward Sharpe, $1,200

b. APPROVED the placements of students with disabilities

c. APPROVED bids for the following:

  • Art Supplies, various vendors
  • Athletic & Physical Education Equipment, various vendors
  • Waste Removal: BFI of Albany
