Superintendent’s Recommendation:

That the Board of Education accept assigned radios on the County’s Public Safety Radio System for each school in the district for the 2022-2023 school year for use during extreme emergency situations.

7. Resolution: Approve the Resolution Determining the Proposed Action is a Type II Action for Purposes of the New York State Environmental Quality Review Act (SEQRA) for Building and Site Improvements for Said School District

Superintendent’s Recommendation:

That the Board of Education approve the Resolution determining the proposed action is a Type II action for purposes of the New York State Environmental Quality Review Act (SEQRA) for building and improvements for the Scotia-Glenville Central School District – specifically for the electrical life safety work and sitework (playground) at Glen-Worden Elementary School, as submitted.

8. Resolution: Approve the Resolution Determining the Proposed Action is a Type II Action for Purposes of the New York State Environmental Quality Review Act (SEQRA) for Building and Site Improvements for Said School District

Superintendent’s Recommendation:

That the Board of Education approve the Resolution determining the proposed action is a Type II action for purposes of the New York State Environmental Quality Review Act (SEQRA) for building and improvements for the Scotia-Glenville Central School District – specifically for the electrical service upgrade and automatic generator install at Glen-Worden Elementary School, as submitted.

9. Resolution: Accept CRRSA and ARPA Funds and Approve the Electrical Service Upgrade at Glen-Worden Elementary School

Superintendent’s Recommendation:

That the Board of Education approve the Resolution utilizing the funds received pursuant to the Coronavirus Response and Relief Supplemental Act (CRRSA) and the American Rescue Plan Act (ARPA) be utilized for the project relating to electrical service upgrade at Glen-Worden Elementary School, as submitted.

10. Resolution: Determining the Appointment for Jeannine Bechand as Science Teacher at the Middle School

Superintendent’s Recommendation:

That the Board of Education approve the resolution for the probationary appointment of Jeannine Bechand as Science Teacher (Middle School), effective October 27, 2022 through October 26, 2025, with the 2022-2023 salary to be prorated at the rate of $82,233 (Step 20 +M) with the appointment contingent upon said resolution, as submitted.

11. Approve Memorandum of Agreement By and Between Scotia-Glenville Central School District and Scotia-Glenville Administrators’ Association

Superintendent’s Recommendation:

That the Board of Education approve the Memorandum of Agreement By and Between Scotia-Glenville Central School District and Scotia-Glenville Administrators’ Association regarding one of its members, Thomas Fyvie, in recognition of assuming the duties of Director of Guidance, with 2022-2023 annual compensation to be $5,765.94, as submitted.

12. Approve Memorandum of Agreement By and Between Scotia-Glenville Central School District and Scotia-Glenville Teachers’ Association

Superintendent’s Recommendation:

That the Board of Education approve the Memorandum of Agreement By and Between the Scotia-Glenville Central School District and Scotia-Glenville Teachers’ Association regarding the authorization of a $1,000 stipend be paid to Tara Burczeuski in recognition of her duties assumed as a Therapeutic Crisis Intervention for Schools (TCIS) Trainer for the period of September 1, 2022 through June 30, 2023, as submitted.

13. Approve Memorandum of Agreement By and Between the Scotia-Glenville Central School District and Scotia-Glenville Teachers’ Association

Superintendent’s Recommendation:

That the Board of Education approve the Memorandum of Agreement By and Between the Scotia-Glenville Central School District and Scotia-Glenville Teachers’ Association regarding the authorization of a rate of $28.52 per hour for up to 18.5 hours per week be paid to Somawatie Cecil in recognition of her duties assumed as a School Nurse at Mekeel Christian Academy for the period of September 1, 2022 through June 30, 2023, as submitted.

14. Request for Overnight Field Trip: Senior High School French Club to Montreal, Canada – May 27, 2023 – May 28, 2023

Superintendent’s Recommendation:

That the Board of Education approve the request for the overnight field trip of the Senior High School French Club and chaperones to Montreal, Canada from May 27, 2023 to May 28, 2023, with no cost to the district, as submitted.

15. Request for Overnight Field Trip: Senior High School Spanish Club to Puerto Rico, U.S. Territory – April 10, 2023 – April 15, 2023

Superintendent’s Recommendation:

a. Staffing

1. Superintendent’s Recommendation:

That the Board of Education approve the probationary appointment of Amy Marsh as English Teacher (Senior High School), effective October 26, 2022 through October 25, 2025, with salary to be prorated at the rate of $79,362 (Step 19 +M). Ms. Marsh holds permanent certification in English 7-12.

2. Superintendent’s Recommendation:

That the Board of Education retroactively approve the probationary appointment of Michele MacShane as PPS Teaching Assistant (Glen-Worden Elementary), effective September 1, 2022 through August 31, 2026, with the 2022-2023 salary to be at the rate of $18.73/hour, 7 hours/day. Ms. MacShane has Teaching Assistant Level 1 certification.

3. Superintendent’s Recommendation:

That the Board of Education approve the appointment of John Bologna as Permanent Building Substitute (Middle School) effective September 1, 2022 through June 22, 2023, with the 2022-2023 salary to be at the rate of $200.00 per day worked.

4. Superintendent’s Recommendation:

That the Board of Education approve the additional appointment of Noelle Natalie as Teacher Aide (Sacandaga Elementary), in accordance with Civil Service Rules and Regulations, effective September 27, 2022, with 2022-2023 salary to be at the rate of $13.99/hour, 1.25 hours/odd days of the week, .5 hours/even days of the week.

5. Superintendent’s Recommendation:

That the Board of Education approve the appointment of Rachel Dzikowski* as School Monitor (Sacandaga Elementary), in accordance with Civil Service Rules and Regulations, effective September 27, 2022, with 2022-2023 salary to be at the rate of $13.20/hour, 2.67 hours/day.

6. Superintendent’s Recommendation:

That the Board of Education approve the appointment of Juline Kozak* as School Monitor (Glendaal Elementary), in accordance with Civil Service Rules and Regulations, effective September 29, 2022, with 2022-2023 salary to be at the rate of $13.20/hour, 3.5 hours/day.

7. Superintendent’s Recommendation:

That the Board of Education approve the appointment of John Bologna as After-School Supervisor at the Middle School, with 2022-2023 salary to be at the rate of $13.20/hour, 1.5 hours/day, 7.5 hours a week.

8. Superintendent’s Recommendation:

That the Board of Education approve the correction of hours for Sandra Piraino, PPS Teaching Assistant (Senior High School), from 7 hours/week to 7 hours/day.

9. Superintendent’s Recommendation:

That the Board of Education rescind the Memorandum of Agreement By and Between Scotia-Glenville Central School District and the Scotia-Glenville Teachers’ Association for School Aides & Monitors Unit compensating Kimberly Beck for duties assumed as a Therapeutic Crisis Intervention for Schools (TCIS) Trainer.

10. Superintendent’s Recommendation:

That the Board of Education rescind the Memorandum of Agreement By and Between Scotia-Glenville Central School District and the Scotia-Glenville Teachers’ Association Teaching Assistant’s Unit compensating Rachel Frederick for duties assumed as a Therapeutic Crisis Intervention for Schools (TCIS) Trainer.

Superintendent Swartz spoke about the recent Roving Art Show and commended our students for their awards. She reported that Tangible Developments reported to staff on the conference day of their results from Phase I of their work with the District.

NEW YORK STATE SCHOOL BOARDS ASSOCIATION 2022 PROPOSED RESOLUTIONS, AS SUBMITTED

The Board discussed the method they would like to use to tally their votes on the resolutions and all were in agreement that they would submit their individual votes on each resolution to Jill and she will tally for the next board meeting. A discussion will be held on any resolutions without a majority of votes.

1) Approve the probationary appointment of Amy Marsh as English Teacher (Senior High School), effective October 26, 2022 through October 25, 2025, with salary to be prorated at the rate of $79,362 (Step 19 +M). Ms. Marsh holds permanent certification in English 7-12.

2) Retroactively approve the probationary appointment of Michele MacShane as PPS Teaching Assistant (Glen-Worden Elementary), effective September 1, 2022 through August 31, 2026, with the 2022-2023 salary to be at the rate of $18.73/hour, 7 hours/day. Ms. MacShane has Teaching Assistant Level 1 certification.

3) Approve the appointment of John Bologna as Permanent Building Substitute (Middle School) effective September 1, 2022 through June 22, 2023, with the 2022-2023 salary to be at the rate of $200.00 per day worked.

4) Approve the additional appointment of Noelle Natalie as Teacher Aide (Sacandaga Elementary), in accordance with Civil Service Rules and Regulations, effective September 27, 2022, with 2022-2023 salary to be at the rate of $13.99/hour, 1.25 hours/odd days of the week, .5 hours/even days of the week.

5) Approve the appointment of Rachel Dzikowski* as School Monitor (Sacandaga Elementary), in accordance with Civil Service Rules and Regulations, effective September 27, 2022, with 2022-2023 salary to be at the rate of $13.20/hour, 2.67 hours/day.

6) Approve the appointment of Juline Kozak* as School Monitor (Glendaal Elementary), in accordance with Civil Service Rules and Regulations, effective September 29, 2022, with 2022-2023 salary to be at the rate of $13.20/hour, 3.5 hours/day.

7) Approve the appointment of John Bologna as After-School Supervisor at the Middle School, with 2022-2023 salary to be at the rate of $13.20/hour, 1.5 hours/day, 7.5 hours a week.

8) Approve the correction of hours for Sandra Piraino, PPS Teaching Assistant (Senior High School), from 7 hours/week to 7 hours/day.

9) Rescind the Memorandum of Agreement By and Between Scotia-Glenville Central School District and the Scotia-Glenville Teachers’ Association for School Aides & Monitors Unit compensating Kimberly Beck for duties assumed as a Therapeutic Crisis Intervention for Schools (TCIS) Trainer.

10) Rescind the Memorandum of Agreement By and Between Scotia-Glenville Central School District and the Scotia-Glenville Teachers’ Association Teaching Assistant’s Unit compensating Rachel Frederick for duties assumed as a Therapeutic Crisis Intervention for Schools (TCIS) Trainer.

18) Approve the appointment of Taylor Spiegel Allen as PPS Teacher Aide (Senior High School), effective September 27, 2022, with 2022-2023 salary to be at the rate of $13.20/hour, 6.75 hours/day, 33.75 hours per week.

Steve Sweeney spoke to the Board about the football game held last Friday night and also about a letter he received from Mr. Giaquinto regarding the wrestling mat donations that had been collected.

OTHER BUSINESS

Mr. Talbot reported that the audit committee meeting went well. He also thanked Mr. Rockhill for the support he received for his Jr. Tartans at the last football game. Mr. Frederick commended the contractors for their work on the parking lot paving at the district schools.
