Minutes

A Special Meeting of the Board of Education of the Scotia-Glenville Central School District was held in the Cafeteria of the Middle School, in said district on March 7, 2022.

Vice-President Talbot called the meeting to order at 6:46 p.m.

Present:  Bucciferro (virtual), Carbone, Feinberg, Frederick, H. Talbot, K. Talbot. Superintendent Swartz, Assistant Superintendent for Curriculum and Instruction Swain and Business Manager Giaquinto

Absent:   Massaro

MOVED by Carbone, SECONDED by K. Talbot, that the Board of Education adjourn to Executive Session in order to discuss matters relating to personnel and negotiations.

MOTION CARRIED

The Board adjourned to Executive Session at 6:46 p.m. and returned to Open Session at 7:05 p.m. District Clerk DeLong was present for the Open Session.

Budget Discussion: 2022-2023 Carry-Forward Budget

Superintendent Swartz opened her discussion by explaining to the Board that due to a pilot coming off the books and on to the tax rolls, the tax cap has changed to 1.62, rather than the 1.27 we originally thought.  She then recapped the budget discussion from the previous week and revisited the negotiable/non-negotiable items discussed by the Board.  Superintendent Swartz discussed elementary enrollment and informed the Board that enrollment has been trending down for a few years and the projected enrollment for 22-23 reflects a downward trend as well. She explained that in preparing for her 22-23 budget, she would like to reduce the carry-forward budget as painlessly as possible and feels that the District will be able to absorb the four positions being vacated, either due to resignations or retirements, especially with the declining enrollment figures.  She also broached the subject of possibly having to close a school at some point in the future if enrollment continues to decline.

The Board will have another budget session at next week’s meeting.
